Council To Consider Sewer Rate Increase

The Water and Wastewater Commission has recommended a 6 percent increase in sewer rates, and the South Milwaukee City Council will vote on the measure at its meeting Wednesday night.

The proposed increase, which would be effective April 1, reflects an increase in both “fixed rates” and consumption rates. If approved, the average homeowner in the city would see their trimester bill increase $5.41, from $90.67 to $96.08.

For the year, that’s a $16.23 increase for the average homeowner.

(Rates for industrial, institutional and other users are also going up 6 percent.)

The reasons behind the increase are similar to those behind the water rate increase in 2011, although the proposed increase is much smaller. They include:

  • State-mandated facility upgrades, including a new ultraviolet disinfection system, replacement of main power distribution components, updates to the final water clarification and activated sludge processes and installation of a new emergency generator at the wastewater plant;
  • Decreased revenues due to reduced consumption, driven in large part by improved water efficiency measures;
  • Increased operational costs, including rising energy, supply and repair costs – expenses that do not decrease even as consumption decreases; and
  • Ongoing efforts to reduce inflow and infiltration into the sewer system – a contributing factor to the flooding problems of recent years. The rate increase will allow wastewater personnel to continue to locate and eliminate areas where stormwater is entering the wastewater system while also improving the overall wastewater collection system to more efficiently get sewage to the treatment plant, reducing basement backups.

I should point out that I will not be at Wednesday’s meeting, as I will be out of town on business. However, I did attend the Feb. 13 Water and Wastewater Commission meeting, where this topic was discussed, and I suspect I would support the increase.

Why? The reasons outlined above are compelling, and the percentage increase seems reasonable, especially because it’s the first one since 2007. Things indeed cost more than they did five years ago, and the reduction in consumption is a real issue for utilities across the area and country. The upgrades are also necessary to keep our treatment processes first-class.

I also look at this increase as an investment in our continued utility independence. I favor exploring consolidation in some areas of city government, but I would have a hard time supporting it for our water and wastewater facilities. These are well-run, efficient utilities that, with recent and planned upgrades, will be as strong as any in the region. So why change that?

For wastewater specifically, joining with the Milwaukee Metropolitan Sewerage District, our only other real alternative to delivering these services, does not appeal to me, in part because it could cost residents more. A rate study done several years ago shows South Milwaukee sewer rates compare quite favorably with other area communities. Even with the increase, we’ll still be cheaper than average – and cheaper than many communities now in MMSD.

Thoughts On The South Milwaukee Snow

So, we got more than six inches of snow on Thursday — a pretty good storm for our first real storm of the season. It could be worse.

With the first snow, it’s probably a good time for a refresher on city snow removal ordinances. Check out a previous post on those here.

A Brief Consolidation Update

The mayor on Tuesday night gave a brief update on fire department and dispatch consolidation talks between South Milwaukee, Cudahy and St. Francis. It was brief because there really isn’t much new to report.

Talks involving city, fire and law enforcement leaders and staff continue, and their next meeting is set for January.

The parties remain in the information gathering stage and are working to pull together more data they’ll need to hopefully step up the discussions in 2012. This may include a third-party review of the pros and cons of various consolidation possibilities.

One factor that will be an important part of the debate: Recent cuts in county funding to municipalities for paramedic service. Simply, this reduction in funding (and potentially more down the road) will force all county communities offering this service, including South Milwaukee, to ask hard questions about how paramedic services are delivered going forward.

Paying Your Taxes

By now, I’m assuming most, if not all, blog readers have received their 2011 property tax bills.

Remember, taxes are due Jan. 31, and you can pay by mail, by credit card online or over the phone, at City Hall and at these other local outlets:

  • Tri-City National Bank: Locations at 2115 10th Ave. and inside Pick ‘n Save at 2901 S. Chicago Ave.; and
  • M&I Bank, 1001 Marquette Ave.

And don’t forget that the treasurer’s office will be closed Dec. 23 and 26 and only be open from 8 a.m. to noon on Dec. 30.

“Get The Meds Out” Is, Well, Out

The Get the Meds Out medication collection program has been suspended, although South Milwaukeeans still have an opportunity to discard old medications through the South Milwaukee Police Department.

That’s according to this story by Jacqueline Ove, our city’s health administrator, on South Milwaukee NOW.

Reminder: Winter Parking Kicks In On Thursday

One sure sign of winter: restricted overnight parking.

Don’t forget that between Dec. 1 and March 31 you must have a permit to park on city streets between 3 and 6 a.m. each morning. Cost is $25 per month, or $80 for a four-month permit. “Holiday permits,” good Dec. 15 to Jan. 15, are also available for $25.

Also, starting Dec. 1 there will be new, reduced winter hours for the self-deposit station. The station will be open Tuesdays and Fridays from 11:30 a.m. to 5:30 p.m., and Saturdays from 9 a.m. to 4 p.m. It will be closed Mondays, Wednesdays, Thursdays and, of course, Sundays.

Water Main Break Near 16th And Madison

In case you had no water service for a time on Wednesday, or little pressure, here is an excerpt from an email I received from Water Superintendent Doug Fischer this morning …

In case anyone gets any calls about being without water; we experienced a pretty good sized break in the parkway near 16th and Madison at around 7:00 pm tonight. We were not able to notify residents like we normally do before we shut the water off because our water tower was dropping so fast. Also we needed to shut off a fairly large section of town to isolate the break.

Leave It To the City: Street Department Continues Leaf Pickup Through November 15

Just a reminder that South Milwaukee residents can place their leaves in the street gutter for collection through Nov. 15.

Yard waste and plants, however, must be taken to the Self-Deposit Station for dropoff. Summer hours (Tuesday-Friday, 11:30 a.m. to 6:30 p.m. and Saturday, 9 a.m. to 4 p.m.) at the station are in effect through Nov. 30.
