More On The Man Killed In Sunday’s Motorcycle Accident

The man killed in Sunday’s motorcycle accident at 15th Avenue and Parkway Drive in South Milwaukee was William E. Zingale Jr. —  a 34-year-old Caterpillar machinist who “loved the outdoors, off-roading in his Jeep and riding his motorcycle,” according to his obituary.

“Bill was a devoted friend to many,” states the obituary, and that comes through loud and clear in the dozens of comments about him on the funeral home website.

See his obituary here. Visitation is from 3 to 7 p.m. today at Molthen-Bell & Son Funeral Home, 700 Milwaukee Ave. The funeral starts at 7 p.m.

Crime Data And More: South Milwaukee Police Department Files 2011 Annual Report

It was a busy year full of accomplishments for the South Milwaukee Police Department in 2011.

Check out a good summary of the department’s work in its 2011 Annual Report, which was received by the South Milwaukee City Council on Tuesday.

Among the highlights for the department last year:

  • The department received re-accreditation from the Wisconsin Law Enforcement Accreditation Group – 14 years after the department became the first one in Milwaukee County to obtain this honor. See my previous post here.
  • Police partnered with the A Child is Missing Alert Program, a nonprofit organization that assists law enforcement in the early search and recovery of missing children and the disabled and elderly. This participation allows the department to activate an alert system, sending a message via phone when needed.
  • The police department collected and safely disposed of 158 pounds of medicine as part of a program it instituted in 2010.
  • The department also upgraded its radio communications equipment in 2011, purchasing mobile and portable radios and control bases in compliance with national requirements.
  • And the department continued to serve the community through its Drug Abuse Resistance Education and bicycle safety programs. Details are in the report.

The report also includes crime data from 2011, and there is some good news there, too.

  • Total calls for service fell slightly in 2011 to 23,172, down from 23,561 a year earlier.
  • Violent crime stayed static in 2011, with 16 incidents reported, the same as in 2010.
  • Property crime was down 13.7%, with 513 incidents reported. Burglary reports fell from 119 to 77, and thefts fell from 434 to 410.
  • Arrests were down significantly, from 1,166 to 715.
  • Clearance rates improved, from 34.4% in 2010 to 36.9% in 2011.

Trick or Treating Shifts To Halloween In South Milwaukee

This year, South Milwaukee will officially celebrate Halloween on Halloween night.

The city’s trick-or-treat times will be from 5:30 to 7:30 p.m. on Wednesday, October 31, after the City Council voted to enact the new hours at its meeting Tuesday night.

The vote marks a change from the relatively recent tradition of holding trick-or-treating on the Sunday afternoon before Halloween — hours that were initially proposed, and voted down, Tuesday.

Here’s why I supported the move to Halloween evening trick-or-treating:

  • It’s more special this way – more in the “Halloween spirit.” I’ll admit it’s difficult to quantify this, but I think evening trick-or-treating is simply how it’s meant be. In fact, it’s how it used to be in South Milwaukee. And I know my kids will appreciate it.
  • I think it’s a good compromise time. The sun sets at 5:44 p.m. on October 31, with twilight lasting well beyond that, meaning that there will be some daylight for the first hour or so of trick-or-treating, with darkness for the second. Uncomfortable with nighttime trick-or-treating? Head out early.
  • I’ve also seen nighttime trick-or-treating work in South Milwaukee. I’ve had the pleasure of attending the Blakewood neighborhood trick-or-treating with my kids the past few years, and I’ve been impressed with the event. And it is an event, as neighbors treat it like a big block party. I hope that feeling spreads across South Milwaukee … and that families actually walk with their kids on the candy route now that we’re doing this in the evening.
  • Evening trick-or-treating has also worked in a number of other area communities. Last year, Oak Creek, Franklin, Greendale, Hales Corners and Whitefish Bay all held evening trick-or-treating, starting at 4 p.m. on October 30. Other communities – including a number in Waukesha County – hold trick-or-treating the night of Halloween. So we’re far from alone. (See the full list of 2011 area trick-or-treating times here.)
  • The Packers. Yes, the Green Bay Packers play at noon on October 28. Now, this was not a significant reason for my vote, but it played a role. I’ve found that planning an event against a Packer game in this state is never a wise move.

Now, I know some will raise concerns with safety – although I feel strongly about the safety of our community and don’t see how that will change on October 31. I will have no problems walking the neighborhood with my kids that evening.

Others will raise concerns simply with the break from tradition – although I never believe that the city should keep doing something simply because it’s always been done a certain way. We should always look at issues in a new light when we can, and I’m glad we’re doing that here.

In other words, I’m willing to give this a try. And if it doesn’t work, I’ll be the first to advocate for a change back to Sunday afternoons.

I also know it’s up to the city to make sure residents know of the change, and we’ll do that, using the city website, this blog, SouthMilwaukee.org, through the schools, through the South Milwaukee Downtown Market and in other ways. I also ask you to tell your friends and neighbors.

I know my kids and I are looking forward to it – to a return to the roots of a fun Halloween tradition … actually celebrating the holiday on the day of the holiday.

Enjoy Some Great Music At The Market: Country Trio The WhiskeyBelles To Perform Thursday

Show of Whiskey, anyone?

The last of three South Milwaukee Performing Arts Center concerts at the South Milwaukee Downtown Market is Thursday, as female country trio The WhiskeyBelles perform starting around 5:30 p.m.

Bring your lawn chairs. It promises to be a great show!

And mark your calendars for next week’s market (Sept. 6), as South Shore Family Chiropractic presents a Health Fair at the event. More than 20 health-related vendors are planned, in addition to the dozens of other market regulars selling produce, organics, arts, crafts, baked goods, prepared foods and more. More On The South Milwaukee Fish Kill: “We May Never Know The Cause”

I’ve been in further contact with the DNR on last week’s Oak Creek fish kill in South Milwaukee, and I want to thank state biologist Will Wawrzyn for his continued help in providing information on the situation.

Here are his last two emails to me …

I am certain of one conclusion, the event was not caused by excessive heat or low flow conditions that the region experienced earlier this summer and contributed to fish kills throughout the state. …

There are some naturally occurring substances that may cause fish kills, most notably 4 relatively common algae species. However, these potentially toxic algae most often occur in eutrophic ponds, lakes and impoundments.

They are often visibly present as green surface scum or along wind-blown shorelines. These conditions were not observed along Oak Creek.  Viral Hemorrhagic Septicemia (VHS) is a recent infectious disease that can be fatal to fish.

None of the fish I inspected displayed any of the symptoms of VHS.

At this point, unless sample results show some definitive killing agent or we receive information from another source about an illicit discharge, we may never know the cause.

Was Oak Creek Fish Kill Due To “Illegal Discharge”?

Update: Our wastewater superintendent told me we have nothing to do with a discharge, and we are investigating.

A Wisconsin Department of Natural Resources biologist says an illegal discharge of wastewater to Oak Creek could have caused the death of hundreds of dish in Oak Creek as it flows through South Milwaukee and the Fourth District.

Here is the upsetting Journal Sentinel story. From it:

There is evidence suggesting an unpermitted discharge.

Though there had been no rain Wednesday, a stream flow gauge downstream of the 15th Ave. bridge in South Milwaukee shows there was a sharp increase in the volume of water flowing in the creek around 1:30 p.m. Wednesday, DNR fisheries biologist Will Wawrzyn said.

Stream flows surged more than 1 cubic feet per second between 1:30 and 1:45 p.m. that day – from 3.5 cubic feet per second of water to 4.6 cubic feet per second – before water levels gradually declined, according to gauge records for the day. Water flows in the creek remained elevated for six hours.

Shortly after 7 p.m. Wednesday a local resident walking a dog along the creek near 16th Ave. and Rawson Ave. observed dead fish, Wawrzyn said.

I have exchanged emails with Mr. Wawrzyn on this, and he wrote me this earlier today (in line with what the Journal Sentinel is reporting) …

As of this morning, the bump or spike in the Oak Creek flow shown in the hydrograph that begins about 1:30 PM on 8/15 is not caused by a brief rainfall and runoff event. The MMSD provided precipitation data from their monitors on the south side.  Also, according to the instantaneous measures of water quality obtained by the MMSD just before noon on 8/15 at multiple sites along Oak Creek don’t indicate any obvious contributing pollutant factor leading up to the fish kill.

I really hope there’s a good explanation for this. I’ll keep you posted.

Big Fish Kill Reported In South Milwaukee’s Oak Creek

Hundreds of fish were found dead along Oak Creek in South Milwaukee, the Milwaukee Journal Sentinel is reporting.

Here is the story. From it:

The resident reported dead fish had accumulated late Wednesday in the creek near the Rawson Ave. bridge at S. 16th Ave.

Wawrzyn walked along a mile of the rain-swollen creek Thursday morning and counted up to 300 dead fish of all species and sizes, including white suckers, creek chubs, sunfish, minnows and others, he said.

None of the dead fish he inspected had lesions, parasites, tumors or other deformities that might explain the cause of death, Wawrzyn said.

For A Good Cause: JDRF Rummage Sale Saturday At My House (1713 Cedar St.)

Update: We raised more than $800 for the cause! Thanks to everyone who stopped by. And if you need some like-new infant, toddler or kid’s clothes, let me know (seriously). We have a lot left over.

Readers of this blog know that my 7-year-old son is a Type 1 diabetic.

Christian was diagnosed more than 18 months ago, and he’s doing great. His future is bright, too — in part because of the great work of the Juvenile Diabetes Research Foundation.

That’s why our family is hosting our first-ever rummage sale supporting JDRF this Saturday. Hours are 8 a.m. to 4 p.m., and it’s located at 1713 Cedar St.

We have a bunch of great household items for sale, including a huge assortment of infant, toddler and small children’s clothing, toys and other gear — much of it like new.

And be sure to try a glass of 7-year-old Christian’s world-famous sugar-free lemonade!

Every dollar raised will be donated to JDRF and go towards improving the lives of those who suffer from Type 1 diabetes … and finding a cure for the disease that has touched our family and millions of others.

Outdoor Movie Cancelled

Update: The Smurfs will now be shown on August 23.

Tonight’s showing of the The Smurfs has been cancelled due to rain.

I’ll keep you posted if and when a makeup date is announced. Next week’s Thursday night show is The Wizard of Oz.

The South Milwaukee Downtown Market music performance — of Of the North — has also been cancelled for tonight, although the market itself is a rain-or-shine event.

Big Night At The South Milwaukee Farmers’ Market: SMPAC Concert And Outdoor Movie

Just a reminder about a couple of special events at Thursday’s South Milwaukee Downtown Market …

First, there’s a special South Milwaukee Performing Arts concert starting at 5 p.m., as I’m Not a Pilot plays. See clips from this popular local group here.

Then, at dusk, around 8:15 p.m. or so, it’s the first of three outdoor Groovy Movie Nites planned following the market. This week, it’s Tangled, a fun and modern-day take on the Rapunzel. (My kids, ages 4 and 7 love it. And I must admit it’s pretty good.)

The August 9 movie is The Smurfs. August 16, it’s The Wizard of Oz.

Lots To Do: Outdoor Movies, Lions Roaring Challenge, Community Night Out Coming Up

Heritage Days may be over, but the special events are just beginning in South Milwaukee this summer.

That includes the return of South Milwaukee Groovy Movie Nites following the South Milwaukee Downtown Market the next three Thursdays. Here is the lineup:

  • August 2: Tangled
  • August 9: The Smurfs
  • August 16: The Wizard of Oz

These movies, which start at dusk, were a huge hit last summer, and we’re hoping for even bigger and better things in 2012. Learn more in this press release, and bring your family, friends, neighbors and lawn chairs!
