Making Sense of the Census … and South Milwaukee’s Relatively Static Population

A closer look at 2010 U.S. Census data has revealed something far from surprising, albeit a bit disappointing, about South Milwaukee …

Our city’s population has remained relatively static the past decade plus.

In 2000, the city had 21,256 people. In 2010, it had 21,156. So it’s a loss of 100 people in 10 years. And those numbers vary year to year.

With that in mind, here is a closer look at population figures over the last decade, with the 2000 and 2010 numbers attributed to actual census data and the other years based on U.S. Census estimates:

  • 2000: 21,256
  • 2001: 21,369
  • 2002: 21,649
  • 2003: 21,581
  • 2004: 21,425
  • 2005: 21,185
  • 2006: 21,124
  • 2007: 21,080
  • 2008: 21,112
  • 2009: 21, 342
  • 2010: 21,156
You will notice little annual change, but there has been a general downward trend in city population since the early part of the decade — including a 2.2 percent loss from the 2002 high of 21,649 to 2010.

Surprising? Not necessarily. We’re not Oak Creek or Franklin. We’re a fully developed city with little room for growth.

That said, we have had some new housing come on line in the past decade (including the Heritage Reserve and Carrington Place condominiums, Marquette Manor, etc.), so you would hope for at least some growth during that time. We’ve gone the other way. That’s concerning.

Of course, it could be worse, much worse. Consider the 1970s. South Milwaukee’s population stood at 23,297 in 1970. By 1980, it was 20,915, a 10.2 percent decline in just one decade. In 1990, it was 20,958, and it has remained relatively stable since then.

And I’ll take stable these days.

Now, population trends are a much more complex issue than just numbers. I get it. And there are larger and longer term demographic issues at play here … one that I won’t pretend to be an expert at or have the space to devote to on this blog.

I will, however, be posting more on census figures in coming weeks and months.

In the meantime, do your own research by checking out the year-over-year Census Bureau figures from the 2000s here. And here is a document from the state’s Department of Administration with more figures (some estimates being a bit different from the census data) dating to 1970.

Preparing for the Revaluation

Your property is being reassessed this summer.

State law requires periodic revaluations to ensure that the property tax burden is distributed evenly – so that all property owners pay only their fair share based on the market value of their homes, businesses and other property.

South Milwaukee’s last reassessment was in 2007, but the housing and commercial property market in South Milwaukee and beyond has obviously changed since then … for the worse. The end result? Property values have declined, on average, 10 percent or more in South Milwaukee.

Of course, this is an average. Some will have lost more value, while others may have lost less, and even appreciated.

So, what about your property? You should receive your new assessment in the mail in about a month. This document answering some commonly asked questions will be included.

Here are some key facts from it:

  • The new values take effect with your 2011 tax bill, which will be issued this December.
  • Unless your property lost more value than the average for the city, your taxes will not go down due to the revaluation. The tax rate per $1,000 of value will go up because less value exists to share the tax burden.
  • You can question, and, if necessary, challenge, your reassessment. That process is clearly laid out in the letter accompanying your revaluation notice.

I hope this helps answer some of the questions I’ve been getting about the revaluation. The state Department of Revenue also has some helpful information on its website.

A New and Improved “Front Door” … Do Your Part to Spruce Up City Hall on Saturday

Have a couple hours to spare on a beautiful Saturday?

Here’s an idea: Use them to help improve the look of City Hall as part of the beautification project being led by City Clerk Jim Shelenske.

The landscaping and other work begins at 9 a.m., and lunch will be served.

I give Jim a huge amount of credit for pulling this together. Yes, as city clerk, City Hall maintenance is in his job description. But he could just as easily maintained the status quo of the building and been content with its bland, at best, appearance.

But that’s not Jim, as many of my blog readers know. He is a doer, and our community should be grateful for it.

Add in the fact that no taxpayer dollars are going toward this project — I, for example, am happy to be giving $100 for the work — and it’s doubly cool.

It’s Market Day!

The South Milwaukee Downtown Market begins its third season today with some great music, food and fun.

The market runs from 3 to 7 p.m. every Thursday through Oct. 13, and we’re located at 11th and Milwaukee Avenue.

Choir Fight — the first of five concerts presented by the South Milwaukee Performing Arts Center — plays the market starting at 5:30 p.m.

Less Than a Week Until the Market!

Produce, organics, arts, crafts, prepared food and more – including weekly live music and a partnership with the South Milwaukee Performing Arts Center.

The South Milwaukee Downtown Market begins its third season on Thursday, June 2, with more than 50 vendors already signed up.

The market’s 20-week summer schedule runs through Oct. 13. It will again be held on Thursdays from to 3 to 7 p.m. and located on 11th Avenue south of Milwaukee Avenue, across from Bucyrus International near the heart of South Milwaukee’s city center.

The market features a number of upgrades for 2011, including:

  • A five-concert series presented by the South Milwaukee Performing Arts Center, with top acts planned for the first Thursday of every month. Popular local band Choir Fight will play opening night.
  • Other weekly live music acts, including a variety of up-and-coming local artists;
  • A new on-site stage built by local Boy Scout Tommy Mitchell; and
  • Landscape improvements allowing for an expansion of the market’s seating area.

Volunteer to Help Make Our City (Hall) Beautiful!

Got the following note from City Clerk Jim Shelenske the other day …

Dear Friends of City Hall,

To me, City Hall is more than the place where government offices are located and city meetings are held. It’s also a symbol, the front door to a community, a place where newcomers build their first impressions of South Milwaukee and a place that current residents point to with pride.

That’s why we need City Hall to have a vibrant and welcoming appearance. With this in mind, the City Hall Beautification Project is well under way!

We have the blueprints and the materials, now we need YOU!  Please join us Saturday, June 4th at 9:00am in front of City Hall.  Bring your shovels, gloves, and gardening tools, and volunteer a few hours to help us plant flowers, trees, and shrubs.  The materials have been purchased thanks to generous donations from the S.M. Lions Club and the Chamber of Commerce.

When the work is done, I will provide brats, chips, and soda for everyone.

I hope you join us in supporting this important project and make an investment in the future of South Milwaukee. We deserve a vibrant and beautiful City Hall. Help us make that happen.

FEMA Makes Costly Blizzard a Bit Less Costly

The Blizzard of ’11 just got a bit less painful. A bit.

The Federal Emergency Management Agency and the state have awarded South Milwaukee $52,083.69 to help defray costs related to the February 2 snow emergency declaration.

Most of the funds will help reimburse the city for Street Department costs.

Thanks to Jackie Ove, our emergency management director, and her team for doing a lot of the leg work to make this happen. The funds are much appreciated, and they will certainly help ease the unexpected budget pain this storm caused.

Of course, we’re not alone in getting FEMA funds for this historic storm. Here is a story from Walworth County, for example. Individuals have also received funds … and some have had to pay them back.

The UWM Downtown Plan: What Do You Think?

The plan is on the table. Now what will we do with it?

More than 30 people attended the downtown plan presentation by the University of Wisconsin-Milwaukee graduate students before Tuesday’s City Council meeting, and they saw what I believe to be a thoughtful, reasonable, attainable and, most of all, creative plan for revitalizing our city center.

Reminder: UWM’s Plan for Downtown South Milwaukee to be Presented Tuesday

As I’ve writen about, a graduate class at the University of Wisconsin-Milwaukee’s School of Architecture and Urban Planning has made revitalizing downtown South Milwaukee one of its projects for the semester.

Well, the semester is over, and the plan is complete.

Check it out for yourself at 6:30 p.m. Tuesday at City Hall, when the presentation begins. (We have started the City Council meeting a half hour early to allow extra time to hear the students’ perspective and proposals.)

I had a chance to view the presentation to their class last week, and I came away very impressed. It truly delivers some fresh thinking and new perspectives that we need to kick-start the debate over the future of our city center.

20 Days Away! South Milwaukee Farmers’ Market Announces Music Lineup

 The sound of music is coming to the South Milwaukee Downtown Market this summer – every week.

The market has announced its 2011 music lineup, and it includes a five-concert series sponsored by the South Milwaukee Performing Arts Center (SMPAC) and other strong local music acts, all performing free of charge to market customers.

The shows kick off on June 2, the opening night of the market, with Choir Fight, known for its fusion of original compositions with instrumental interpretations of rock and pop standards. Like all of the SMPAC concerts, which will be held on the first Thursday of every month, the show starts at 5:30 p.m.

Welcome to South Milwaukee, Alpin Hong!

If you wonder what kind of value the South Milwaukee Performing Arts Center brings to our community, look no further than the presentation its latest headliner made to local high school students last week.

Check out the story about Alpin Hong in Third Coast Digest — written by former Milwaukee Journal Sentinel critic Tom Strini — here. From it:

Pianist Alpin Hong knows his Bach. He also knows his Super Mario Brothers. Both came in handy at a lecture demonstration May 4 at South Milwaukee High School.

Hong played Bach’s Chromatic Fantasy, Chopin’s “Harp” Etude and Mendelssohn’s Variations Serieuses before the session was over. But he won the 300 or so assembled by scoring his music theory points with melodies from computer games and sci-fi, fantasy and horror movies, with a heavy dose of stand-up comedy

Without the SMPAC, these types of opportunities would never happen — and our schools, and city, would be worse off for it.

Food Detectives: South Milwaukee Honors Two Health Department Employees

Our first-class city services are delivered by great people committed to making a difference.

Case in point: Martin Zabkowicz and Mariana Liebsch of the South Milwaukee Health Department.

The City Council had the pleasure of honoring Marty, our health inspector, and Mariana, a nurse, at last week’s meeting for their work on the front lines of a nationwide turkey recall last month. According to the proclamation

Marty and Mariana “performed the initial follow-up with a patient suffering from symptoms related to foodborne illness, and the timely and comprehensive interview performed was helpful to the investigation by the Wisconsin Division of Public Health” … and Marty “collected the consumer product sample and submitted it for testing, which greatly contributed to the identification of this illness, and ultimately the nationwide recall.”

Congratulations to Marty and Mariana!

A Quick Follow-Up on the Cleanup

Numbers were down a bit from last year, but last Saturday’s South Milwaukee cleanup was still a success.

Among the numbers:

  • Seventy-nine volunteers took part, including me, my son and my father.
  • Ten to 15 cubic yards of trash were collected from and around area waterways.
  • Trash taken included eight tires and one couch (taken from the woods near the Mill Pond). My highlight? I had the “pleasure” of pulling a water-logged duffel bag from the creek during my couple hours of picking up trash.

A big thanks to everyone who took part, and I’ll pose a question to those who didn’t …

Would you consider joining us for an Oak Creek-focused cleanup later this summer, one aimed at encouraging 4th District residents to take ownership of the body of water that cuts through our area?

Celebrating the South Milwaukee Performing Arts Center

We are blessed to have the South Milwaukee Performing Arts Center in our community.

I’ve said it a lot: This is a jewel that many cities are size simply can’t boast.

But don’t take my word for it.

Check out a feature on the SMPAC in the current edition of the Bay View Compass, a free newspaper distributed around the Bay View area. From it:

As its profile has risen, the arts center has catered to thousands. For the 2008-09 season, 13 shows brought in 5,623 ticketed guests. The 2009-10 season had only 10 shows but netted 4,300. The 2010-11 season had a total of 12 shows, and at press time the season attendance was already above 5,000, with two shows left to go.

That profile will only continue to grow as it adds shows like Alpin Hong (coming up May 14-15) and a concert series that will see SMPAC-sponsored shows at the South Milwaukee Downtown Market and Franciscan Villa this summer.
