Fire, Dispatch Consolidation Update

The Public Policy Forum has issued its report looking into fire department consolidation involving Oak Creek and four other area departments.

Check out the report here, as well as coverage from the Milwaukee Journal Sentinel and Oak Creek Patch.

You’ll recall that the Public Policy Forum is also working on a study involving the potential consolidation of the South Milwaukee, Cudahy and St. Francis Fire Departments, as well as dispatch services. Work on those reports continues. The report on the potential dispatch consolidation is expected in July, while the report on the potential fire consolidation is expected in mid-fall.

I’ll keep you posted as the process continues.

The Oak Creek-Franklin-Hales Corners-Greenfield-Greendale study contains several potential options for consolidation, with some leading to significant cost savings. From the story:

Franklin, Greendale, Greenfield, Hales Corners and Oak Creek could save $1 million annually in operating costs and about $4 million over the next five years in vehicle replacement costs if they formed one fire department, the report released Wednesday states.

The communities could save money if they stopped short of consolidation and shared some services, but the saving would not be as great, said Rob Henken, forum president.

For example, if the communities retained all five fire departments but operated under an “automatic aid agreement” in which the closest unit responds to a fire or EMS call regardless of municipal boundary, the municipalities potentially could save $3.35 million on vehicle replacement costs over five years. The report refers to this set up as an “operational consolidation.”

“Essentially, all calls would be treated as if it was a consolidated department, but still you would have five independent departments that would maintain their own personnel, their own personnel policies, their own equipment,” Henken said.

A third option, the report says, is to share some services, such as fire inspections, vehicle maintenance and training. This would produce efficiencies but probably not a lot of saving, Henken said.

As I’ve posted before, I’m certainly open to considering consolidation locally. But I want to be convinced we won’t be sacrificing service just to save money.

“Substantial Structural Damage” To Spirits Building: More Details On The Downtown South Milwaukee Fire

Acting South Milwaukee Fire Chief Joe Knitter has provided the following update on the Spirits Bar and Grill fire …

Among the news: The building suffered substantial structural damage, as well as damage from smoke and water, and the cause is right now undetermined (albeit with no reason to think it’s suspicious). A firefighter suffered a minor elbow injury fighting the blaze.

From Acting Chief Knitter:

South Milwaukee Police Dispatch rec’d a cellular 9-1-1 call from the cleaning help at the bar at 0339 hrs. reporting smoke and flames in a back storeroom. Upon arrival of the fire units, all occupants of the building were accounted for (2nd floor tenant self-evacuated out of the apartment) and heavy smoke was issuing from the bar entrance and store room entrance. Capt. Czajkowski was the Shift Officer and immediately upgraded the level of response to involve our mutual aid neighbors and initiated an interior attack on the fire.

Crews encountering the fire in the store room were held at bay by live electrical wires in the room that were arcing and blocking their ability to advance on the fire, however, they maintained their position and continued to extinguish the fire. Due to the age and construction of the building, the fire had the opportunity to spread through numerous false ceilings and void spaces and eventually spread to the floor joists between the 1st and 2nd floors and into the attic. Crews spent the next hour or so “chasing” these fires to make sure the fire was fully extinguished before we began to release companies from the scene. Adding more difficulty were at least three of the false ceilings and the original tin ceiling that was located directly below the floor joists between the 1st and 2nd floors. Crews had to pull this ceiling down to access fire above it.

Due to the nature of the establishment, I requested the help of the State Fire Marshall’s Office to assist with the investigation. As a result of their involvement, they dispatched an Agent from the ATF, as well. While investigating, we secured the video footage from the security cameras and had the ability to download the beginning of the fire. As of right now based on our findings, many interviews, and the video footage, our official area of origin is going to be the storeroom located on the east wall of the building. The cause is being classified as undetermined with no evidence of suspicious activity, however, an origin of electrical nature cannot be ruled out.

There is substantial structural damage to the building and smoke / water damage throughout. Thankfully, the aggressive interior attack by our crews contained the fire to the single building with no extension to the neighboring buildings, which has always been one of our concerns about Milwaukee Avenue. The Building Inspection and Health Departments were made aware of the fire and had representatives on the scene. I have learned of one minor injury (bruised elbow) to one of our members that did not require treatment.

Also, you can see some harrowing pictures of the fire on this website. The photos provide some perspective to the following additional note from Acting Chief Knitter, who said it could be have been so much worse:

Since I was hired, we have talked about fighting a fire in these buildings along Milwaukee Avenue and always prepared for a catastrophic outcome while maintaining our aggressive (but safe) mentality. Today . . . . . It paid off. This same fire has played out in many other cities across this state and other’s with worse results. Even the ATF and Fire Marshall Agents were impressed with the stop. SMFD continues to provide a very high caliber of service and maintains their stellar reputation amongst our colleagues. I have been answering e-mails, text messages, and phone calls throughout the evening from these colleagues offering their praise and asking for feedback. Nice job to all.

Nice job, indeed. Thank you to all of our South Milwaukee firefighters.

Fire Reported At Spirits In South Milwaukee

There was an overnight fire at Spirits Bar and Grill in downtown South Milwaukee.

No injuries were reported, and the upstairs tenants were evacuated from the property at 922 Milwaukee Ave.

The fire was reported around 4 a.m.

Learn more from TMJ4.com. From the story:

TODAY’S TMJ4’s Melissa McCrady reports that the fire began inside the bar.

Bret Schultz, who lives above the bar, told McCrady that a cleaning lady was working inside the restaurant when she heard what was described as a popping sound.

The fire then broke out in a back room.  She called 911.  South Milwaukee Police banged on Schultz’s door to get him out.

“I was asleep.  There was a bang on my door.  I woke up and there was smoke in my bedroom,” said Schultz.

I’ll keep you posted when I learn more.

South Milwaukee Fire Captain Appointed Acting Chief

I’ve said many times that we are blessed to have a really strong command staff at the South Milwaukee Fire Department, led by our three captains: Joe Knitter, Jim Dorangrichia and John Czajkowski.

These three men have stepped up to fill the void left with the retirement of Chief Jay Behling more than a year ago, working together to run the department as the search for a new chief began and was later put on hold as consolidation talks with Cudahy and St. Francis heated up.

Now one of them — Capt. Knitter — has been appointed acting chief. The decision was announced Friday.

As I’ve written about, Capt. Knitter is very qualified for the position, and I know he will serve ably until the long-term future of the chief position is determined. When that will be is an open question, as we continue to get more clarity around the consolidation efforts. That work, the subject of an upcoming study by the Public Policy Forum, will help shape the future of our department.

Best wishes to Capt. Knitter.

Woman Found Dead In Lake Michigan Off Oak Creek

Update: The woman has been identified as 22-year-old Brittany Finley of South Milwaukee, according to the Journal Sentinel.

A woman’s body was found Tuesday in Lake Michigan near 5th Avenue and Bender Park in Oak Creek.

Check out the Milwaukee Journal Sentinel story here. From it:

About 10:29 a.m., firefighters and police officers responded to a report of a body washed up on shore near Bender Park.

Officers asked plant operators to open the gate to a closed fishing pier on the north end of the property shortly before 11 a.m. Tuesday so that they could get access to the lakeshore, said Scott Royer, general manager for Veolia Water Milwaukee. Veolia Water operates the South Shore and Jones Island treatment plants for the Milwaukee Metropolitan Sewerage District.

Here is Fox 6 coverage.

I’ve been told the woman is from South Milwaukee, and that there is no evidence of foul play. Per the Journal Sentinel story, the woman appeared to have died from exposure.

I’ll keep you posted when I learn more.

Firefighter, Resident Hurt In Destructive South Milwaukee House Fire

Thank a firefighter today, please.

Thank them for putting their lives on the line to fight fires like the one at 901 Monroe Ave. on Saturday night. Check out a photo below, one I shot while I happened to be nearby putting up farmers’ market signs when firefighters responded to the blaze …

Click here to read details on the fire from an email from Fire. Capt. John Cjazkowski early this morning. And here is a Patch story.

One other note from the photo: Those are indeed firefighters standing on that roof as the fire rages within a few feet of them.

Thankless, and heroic work.

As I said, thank a firefighter today … and keep the families displaced by this fire in your thoughts and prayers .

Grant Will Help Light Up Fire Scenes

In this era of tight budgets, grant money is becomingly ever more important for city departments to fund technology and other upgrades.

Case in point: the South Milwaukee Fire Department.

The department has benefited from a number of grants over the years, including 75 percent funding a new rescue boat in 2010.

You can add another one to that list. Capt. Joe Knitter detailed the department’s latest grant in an email he sent to me today:

Frank Morelli, Consultant Engineer for FM Global, presented a check in the amount of $1,500 to the fire department this morning at the firehouse in response to a grant I applied for several months ago. FM Global provides insurance solutions and property loss prevention engineering for corporations, such as Caterpillar here in South Milwaukee, and supports local fire departments through their grant program. This funding is earmarked to improve the scene lighting capabilities for fire investigations and other operations for the South Milwaukee Fire Department.

Congratulations to Capt. Knitter!

(And learn more about that rescue boat on page 10 of the department’s 2010 annual report here.)

Fire Damages South Milwaukee Home

Update: I thought, and feared, this was the case, but I do indeed know the Swansons. They go to my church. Please keep this family in your thoughts and prayers.

A bedroom fire caused significant damage Monday night to a home at 519 Elm St.

The homeowner was evaluated for smoke inhalation but was not taken to the hospital.

Here is a copy of the email I received from the South Milwaukee Fire Department:

Last night at approximately 9 PM we had a reported bedroom fire in the First District at 519 Elm in the First District.  On the Fire Departments arrival we found fire coming out of the windows in a second floor bedroom.  SM Police on the scene reported to us that all occupants were out of the house.  Thanks to working smoke detectors which alerted the occupants, the fire was contained to the bedroom which breeched the ceiling into the attic space; the entire bedroom was gutted.    The remainder of the house experienced significant smoke and water damage.  Mr. Harold Swanson the male owner of the home was evaluated on the scene by Med 10 for smoke inhalation but did not get transported.

Cudahy, St. Francis, Oak Creek, and Greendale Fire Departments responded to assist us in our operations.

The cause of the fire is still under investigation by our Fire Inspectors.

I’ll keep you posted if and when I learn more.
