Nicholson Avenue To Reopen Tuesday

A widened Nicholson/Pennsylvania Avenue is scheduled to reopen late Tuesday — in time for Wednesday morning commuter traffic.

I look forward to seeing the new road, even if it took a couple weeks longer than anticipated.

The reason for the delay: The Wisconsin Department of Transportation, which is administering the contract as part of its local improvement program, has granted the contractor extra time due to recent weather and additional work — work that the South Milwaukee, Oak Creek, the DOT and the contractor agreed a while back must be complete before it would reopen.

Nicholson Avenue Update

A reconstructed and widened Nicholson Avenue will fully reopen by Nov. 9, a little later than initially thought.

The delay is due to recent weather delays and extra work to complete the laying of new asphalt. Paving was completed on Thursday, but remaining work includes pavement marking and signage, energizing the street lights, and sod installation.

Nicholson/Pennsylvania Update

A widened Nicholson/Pennsylvania Avenue is expected to reopen by the end of October.

That’s according to an update from South Milwaukee City Engineer Kyle Vandercar.

Curb and sidewalk work and topsoil installation is happening now, and surface paving and installation of signs, sod/seeding and street lights are planned for the next week or so.

Updating 4th District Construction

Spring is here … and that means it’s construction season.

As you probably know, a couple of the highest profile projects in 2012 are occurring in the 4th District. Here’s what’s happening at 17th Avenue/Parkway Drive and Nicholson Avenue.

  • 17th Avenue/Parkway: This project includes a variety of stormwater and sanitary sewer work, as well as the resurfacing of 17th Avenue from Rawson to Hemlock. The sewer work is already under way and will continue well into April. This part of the project includes the installation and rerouting of stormwater pipes in the 500 block of Parkway Drive, as well as adding new inlets and manholes. We’re also adding a new storm sewer along Oak Street. We’re opening bids for the road resurfacing on Tuesday and expect that work to begin in May and be wrapped up by mid-June. Keep in mind that the project will require the complete closure of impacted stretches of road and intersections at various times. The goal is to get all of this work done so it handle an anticipated increase in local traffic due to this project starting this summer …
  • Pennsylvania/Nicholson Avenue. Work on this project is expected to begin in July, as the street is widened from two to four lanes between College and Rawson. The project will require the relocation of a variety of utilities – primarily on the west side of Pennsylvania/Nicholson in Oak Creek – and this work is already underway. (For homeowners along this stretch, this may mean various lawn markings in coming weeks, even if no actual utility work is planned in their yards.) Once the widening project truly begins in July, keep in mind that the street will be completely closed for a period of time. Construction is expected to last through September. The South Milwaukee City Council also recently approved acquisition of property on the east side of Pennsylvania/Nicholson south of Beech to allow for construction of a stormwater retention pond.

Recapping Tuesday’s South Milwaukee Council Meeting

It was a pretty active night for the City Council on Tuesday.

Among the news coming out of the meeting …

  • The council officially welcomed its newest alderman, Craig Maass from the 1st District. I will be posting more about Craig, who along with Mike Karbowski was elected on April 5, and his background later in the week.
  • We also voted 8-0 to re-elect fellow 4th District Alderman David Bartoshevich as council president. Congratulations, Dave.
  • The council also approved membership of all committees. I will continue to chair the Public Works & Public Property Committee for the next year and remain a member of the Legislation & Permits Committee.
  • The council unanimously authorized the sale of bonds not to exceed $9.22 million. The borrowing will fund our 2011-12 capital improvement plan, which includes investments in roads, sewers, water mains and other infrastructure projects. Learn more in my previous post.
  • We also unanimously approved contracts for Blakewood Court storm sewer improvements ($97,545), among other public works projects.
  • Of particular interest to the 4th District, the council approved contracting with Terra Venture Advisors LLC to do some of the “background work” ahead of the right-of-way acquisition process for the Nicholson Avenue widening project planned for 2012. There are 23 parcels that have to be acquired as part of the project, and most are very small parcels, revolving around the city acquiring land to to match driveways and sidewalk once the new road is built. Three parcels, including two on the South Milwaukee side, will require more significant acquisition, but not full acquisition of any property.

The Legislation and Permits Committee also accepted a complaint filed against the Frozen Rope bar, 1815 10th Ave., by a neighbor. In a letter accompanied by photos, police reports and other exhibits, the complainant alleged a variety of problems with the tavern, including garbage outside the building, loud music, fights, and the bar staying open after hours. The neighbor also referenced an allegedly ugly incident in the early morning hours of March 26 that neighbors told police ended in gunshots outside of the bar.

A hearing over the complaint has been scheduled for 5:30 p.m. on Tuesday, April 26. I’ll keep you posted.
