The article 83 Apartments Proposed on Former Cudahy Landfill shows the City of Cudahy does not understand the use of affordable housing. When you built it in low rent areas, it does not rent to working people because the rent is still higher then in the area. Thus, low income or no income people get vouchers and move in. You end up with low income housing.That is something the City fathers know in South Milwaukee. .
