Milwaukee Avenue Closures Continue Friday

Update: Milwaukee Avenue was expected to reopen by late Friday afternoon.

Sorry I didn’t blog about this before now, but those of you who drove through downtown South Milwaukee today already know this: Milwaukee Avenue is closed at the railroad tracks in both directions to vehicle and pedestrian traffic.

Here is the good news: The crossing is expected to reopen Saturday.

Union Pacific is performing crossing maintenance, forcing the closure. Detour routes are posted and include using Rawson Avenue, Marquette Avenue and Highway 32.

Rawson Avenue Construction Update

If you haven’t already found alternate travel plans to avoid the mess around Interstate 94 and Rawson Avenue in recent months, you should probably do so ASAP.

The big news — Rawson will be completely closed from 13th to 20th Streets from May 28 to late June. Freeway and ramp closures are also planned at various times.

Rawson Interchange Update: Long Summer

Expect delays as you head through the Rawson Ave.-Interstate 94 interchange through the summer.

Oak Creek Patch has more, and here is a one-pager from the Wisconsin Department of Transportation with more details and a construction timeline. From the DOT document …

Construction on this project will take place in four major stages.

  • In Stage 1, Rawson Avenue will be reduced to one lane of traffic in each direction between 13th and 20th Streets. The northbound exit ramp to westbound Rawson Avenue and the westbound Rawson Avenue bus and carpool entrance to the northbound loop ramp will also be closed at this time. Stage 1 of construction begins in mid-February to early March.
  • In Stage 2, Rawson Avenue southbound entrance ramp, northbound loop ramp, northbound exit-ramp, and southbound exit ramp to eastbound Rawson Avenue will be closed to traffic. Rawson Avenue will maintain one lane of traffic in each direction between 13th and 20th Streets. Stage 2 of construction will start in early March to early June.
  • In Stage 3, Rawson Avenue between 13th and 20th Streets will be closed to traffic as the old bridge is demolished and a new bridge installed. In addition to the ramps closed in Stage 2, the northbound entrance ramp from Rawson Avenue to I-94 will also be closed to traffic. Stage 3 of construction will begin early June to early July.
  • In Stage 4, Rawson Avenue will be reopened to one lane in each direction between 13th and 20th Streets. All entrance and exit ramps atthe interchange will be closed to traffic during this stage as construction on the new interchange is finished. Stage 4 of construction will begin in early July and completed in late fall.

In other words, please be patient.

Short-Term Headaches, Long-Term Improvement: Work Underway On Rawson Interchange

Reports Oak Creek Patch:

Crews have begun the first stage of a months-long project to reconstruct the interchange, which will result in multiple lane and ramp closures from now until fall.

Access from northbound I-94 to westbound Rawson Avenue closed this week, and beginning next week, Rawson will be down to one lane in each direction between 13th and 20th streets.

Stage 2 is set to begin March 7, which will result in several ramp closures and more lane closures, and continue until early June.

The bridge will be demolished in the summer, and construction will wrap up in late fall, according to the state Department of Transportation.

Zoinks.

Coming In 2013: Rawson Interchange Reconstruction

Ready for more orange barrels?

Reconstruction of the Rawson Avenue interchange at Interstate 94 is planned for 2013.

Oak Creek Patch has the story. From it:

The interchange will be reconstructed into a “tight diamond,” meaning ramp connections with the cross street will be brought closer to I-94, according to the state Department of Transportation.

Officials say this will allow for better traffic operations between the interchange and 13th and 20th streets.

A start date is not yet known.

At least the Drexel Avenue interchange is done and open. College Avenue was completed last fall.

Another Step Taken In Extending 794

The Southeastern Wisconsin Regional Planning Commission added the extension of the Lake Parkway to the Year 2035 Regional Transportation Plan, unanimously approving the six-mile project at its meeting Wednesday.

Jursik’s statement:

An extended Lake Parkway will provide the necessary transportation infrastructure to promote economic development in Milwaukee County’s South Shore and around the Port of Milwaukee and General Mitchell International Airport.  We are part of the increasingly powerful lake corridor mega-region that stretches from Gary, Indiana through Chicago, Illinois to Ozaukee County, Wisconsin.  I call upon State elected officials to fund this important corridor project.

Indeed, that is the hardest part about this important initiative. I’ll keep you posted.

Downtown Apartments: Plan Commission Denies Rezoning

Plans for a new downtown apartment building were dealt a setback last week.

Horizon Development Group wants to build a three-story, 40-unit apartment building — with 85% of the units considered affordable housing — on the city-owned site at 11th and Madison Avenues, but the South Milwaukee Plan Commission voted against rezoning necessary for the project on Nov. 19.

The biggest concern raised at the Plan Commission meeting: density. The proposed 40 units on 0.86-acre site are well above the guideline of 20 to 25 units per acre (maximum) called for in the 2003 comprehensive plan.

The developer plans to finance the project at 1028 Madison Ave. with affordable housing tax credits from the Wisconsin Housing and Economic Development Authority, said Scott Kwiecinski, development manager for Horizon. The project would have six market-rate units, and the remainder would be rent-controlled. Madison-based Movin’ Out Inc., which develops and provides housing for people with disabilities, would manage about 10 apartments in the building, Kwiecinski said. … Horizon also will seek city financial support in the form of low-interest loans or potentially tax-incremental financing, Kwiecinski said.

Nicholson Avenue Reopens

It will now be a lot easier to get to and from South Milwaukee.

Nicholson Avenue has reopened as a four-lane road. I drove it home from work tonight.

Nicholson Avenue To Reopen Tuesday

A widened Nicholson/Pennsylvania Avenue is scheduled to reopen late Tuesday — in time for Wednesday morning commuter traffic.

I look forward to seeing the new road, even if it took a couple weeks longer than anticipated.

The reason for the delay: The Wisconsin Department of Transportation, which is administering the contract as part of its local improvement program, has granted the contractor extra time due to recent weather and additional work — work that the South Milwaukee, Oak Creek, the DOT and the contractor agreed a while back must be complete before it would reopen.

Nicholson Avenue Update

A reconstructed and widened Nicholson Avenue will fully reopen by Nov. 9, a little later than initially thought.

The delay is due to recent weather delays and extra work to complete the laying of new asphalt. Paving was completed on Thursday, but remaining work includes pavement marking and signage, energizing the street lights, and sod installation.

Nicholson/Pennsylvania Update

A widened Nicholson/Pennsylvania Avenue is expected to reopen by the end of October.

That’s according to an update from South Milwaukee City Engineer Kyle Vandercar.

Curb and sidewalk work and topsoil installation is happening now, and surface paving and installation of signs, sod/seeding and street lights are planned for the next week or so.

Nicholson/Pennsylvania Project Update: Widened Road Expected To Reopen In Mid-October

A widened Nicholson/Pennsylvania is expected to reopen in mid-October.

That’s according to an update provided by our city engineer at Tuesday’s Public Works & Public Property Committee meeting.

The storm sewers are in, as is the retention pond, and rough grading is now complete. Still to go are curb, gutter, asphalt binder, sidewalk/concrete driveways, topsoil/lawns, asphalt surface, asphalt driveways and, finally, pavement marking.

I’ll keep you posted on the project, which will see the stretch of Nicholson/Pennsylvania between College and Rawson Avenues widened to four lanes.

Stepping Safely: Council Approves Funding For Sidewalk Repairs

The city’s sidewalk improvement program has made its way to the Fourth District.

The South Milwaukee City Council approved spending just shy of $215,000 on sidewalk replacement and repairs this summer at its meeting last Tuesday.

That includes $189,930 to local contractor EK Construction for replacement of about 29,500 square feet of sidewalk (approximately 1,000 squares) primarily in the Fourth District — the last of the districts to get attention as crews worked their way around the city in recent years replacing sidewalks.

The council also approved spending up to $25,000 on a program to replace sidewalk trip hazards through sawcutting. Last year, 545 minor trip hazards were removed in this manner at a cost of $24,752, or about $45 per hazard. Removal and replacement of the entire sidewalk at all of these locations would have cost an estimated $175,000. You can expect to see similar results in 2012.

Patience, Please: Nicholson/Pennsylvania Widening Project Begins Tuesday

Be sure to post in the poll on the right side of this page!

The long-discussed Pennsylvania/Nicholson Avenue widening is now underway … and it won’t be done until early October.

In the meantime, your patience is appreciated.

Learn more in this letter shared by the city and in these notes shared by the project’s engineer.

Some key points:

  • The road officially closes Tuesday, and it will be closed to through traffic for the entire length of the project.
  • Police will enforce the through-traffic closure, so be advised.
  • Howell Avenue will be the official posted detour, but there are obviously other options, especially for local traffic. This includes 17th Avenue/Parkway Drive, which was the subject of a repaving project completed over the weekend.
