$1.4 Million Short: South Milwaukee School District Proposes Deep Cuts

The city will have to make tough decisions on its budget soon. The South Milwaukee School District is already there.

The district — faced with a significant reduction in state aid contained in Gov. Scott Walker’s proposed biennial budget — is recommending more than $1.4 million in cuts for the 2011-12 school year. And that assumes passage of Walker’s so-called “budget repair bill.”

Among the cuts, fee increases and other changes proposed at the School Board meeting Wednesday:

  • Closing the school pool, saving $150,000;
  • Eliminating 1.5 music positions at the middle and high school and one instrumental position, saving a combined $249,000;
  • Eliminating high business and technology education positions, saving a combined $218,000;
  • Eliminating an elementary school teacher ($72,500), custodian ($73,000) and high school attendance secretary ($34,000);
  • Reducing police liaison services, including elimination of the DARE program, saving $25,000;
  • Increasing by $5 annual student fees for all middle and high school students and increasing by $25 fees per sport for athletes;
  • Eliminating the high school debate club, photography club, among other extracurriculars; and
  • Closing most school buildings on Fridays during the summer.

The complete closure of the pool may not happen until the end of 2011, following a full study of the issue. Interim grant funding would cover pool costs until that study is complete. If and when it does close, it would also mean the elimination of the high school swim teams, all South Milwaukee Rec Department usage of the pool and usage by high school physical education classes. The custodian position to be eliminated is tied to the pool closure.

The music cuts would also mean the end of the orchestra program, but only after further study of the issue.

Driving the cuts and fee increases is an approximately $1.4 million “structural deficit” caused by a $1.86 million decrease in revenue (thank you: Scott Walker) combined with a nearly $450,000 reduction in district expenses, according to detailed information on the district’s recommended budget and cuts here. Looming retirements are actually minimizing the proposed cuts.

From the district budget document: It is anticipated that the district will have numerous retirements in the teacher and support staff groups. The administration has estimated  that the savings from salaries from an experienced staff member to a new staff member will result in a total savings of $340,000.

The proposed budget, and the cuts, will be discussed at at public hearing on Wednesday, March 9, at the South Milwaukee Performing Arts Center, with final decisions made on the cuts expected at the School Board’s March 23 meeting.

School District Puts Off the Pain, But Only Temporarily

I just saw the following note on the South Milwaukee School District website …

The 2011-2012 budget recommendations will not be discussed at the February 23, 2011 School Board meeting due to the lack of a state budget.  Recommendations will be discussed at the March 2, 2011 meeting.

So stay tuned. This won’t be pretty.

It also begs the question: What’s left to cut? Check out this list of school district cuts since 2003. It’s stunningly long, and depressing, and it provides some context around the new labor deals approved by the School Board and ratified by the unions last week.

The only glimmer of hope here is that there are very dedicated and smart people at all levels of the school district — from the School Board and administration on down — that I know will act fairly and reasonably in doing the tough work in front of them. That much was driven home during the thoughtful and honest discussion during the district’s long-range vision and planning process I was a part of last fall.

I wish them the best … and realize we’ll probably be making some of these same tough choices at City Hall before too long.

Mourning the Loss of a Popular South Milwaukee Science Teacher

A memorial service for Dave Nelson, a South Milwaukee High School science teacher who died last week, will be held at 5 p.m. on Thursday at the Performing Arts Center.

From a posting on the district website:

Staff, students and parents are welcome to attend. The family has requested that only family members and close friends attend the services on Saturday.

Dave was a High School Science teacher starting with the 2000-2001 school year. Dave will be remembered by many as an energetic, caring teacher with a true gift for teaching. He will be missed.

Updating the South Milwaukee School District Planning Initiative

From the page to the real world …

As I’ve written about, I’ve been proud to take part in the South Milwaukee School District’s long-range visioning and planning process. Well, that process is wrapping up, and now the real work begins: Bringing those plans to life.

You can learn more about the process and three broad goals the group developed around academics, communications and relationships and finances in this two-pager. We’d like your feedback on the draft document — and your thoughts on how we can make achieve these goals — as the group meets again this week.

Given my day job at MillerCoors and my role as an alderman, I am especially intrigued by some of the thinking around the communications and relationships goal. I look forward to better partnering with the district going forward and see some real possibilities there.

Three Candidates for Three South Milwaukee School Board Seats

The South Milwaukee School Board ballot is set.  

Three of the eight School Board seats are up for election on April 5 — those held by incumbents Patricia Bordak (board president), John Haslam and Brett Briesemeister — and there are three people formally running for those seats.

Pat and John will join challenger Carol Dufek on the ballot, according to the district. Brett is not running again after six years of service.

It’s good to see that there will at least be three candidates on the ballot. You’ll recall that in 2009 just one candidate (Theresa Travia) declared to run for two open School Board seats.

Joe Weirich beat Dufek as a write-in candidate to claim the other seat.

School board candidates serve three-year terms. Elected city officials serve two-year terms.

South Milwaukee School Tax Levy Increases 5.1%

The school portion of your tax bill will likely go up next year.

The South Milwaukee School District has increased its 2010-11 tax levy 5.18%, from $13,836,711 to $14,546, 459. This is higher than the area average levy increase of 2.68%, according to this Journal Sentinel story.

Here is how it compares to other area communities:

  • Cudahy, up 1.69%
  • Oak Creek-Franklin, down 0.83%
  • St. Francis, up 9.9%
  • Milwaukee, down 0.79%

Of course, this deserves some context.

I’ve been lucky, and honored, to be a part of the school district’s ongoing long-range visioning and planning exercise involving more than 30 administrators, staff, students and other community members. As part of this, we’ve had a chance to take a deeper dive into the financials of the district — and clearly see the problems facing it and many other school districts in the state.

It starts with a broken state school funding system — one that is supposed to fund two-thirds of local education costs, but increasingly falls short of that — and is exacerbated by enrollment concerns, levy limits, state mandates, rising costs and other factors.

The end result? Cuts to staff, programs and curriculum are an annual reality for the district, and this year is no different. Simply, there is not much left to cut, and further cuts directly impact the quality of local education. So it’s hard to argue with a levy increase of 5.1%.

South Milwaukee needs, and deserves, a first-class school system. And I’m willing to pay for it.

Visions of the Future: South Milwaukee School District Plans to Succeed

I just spent my Friday night and all day Saturday working with 30 teachers, administrators, students and other community members to begin developing a mission, vision and strategic plan for the South Milwaukee School District.

I couldn’t think of a better place to be.

It was a great experience, as we began reviewing the school and community data that will help us drive the decisions we make during this process and began working on refreshing the district’s mission statement. We made some strong progress, with a lot of productive, positive dialog from everyone involved, and I’m looking forward to the next session Nov. 5-6.

One important goal for me? To find ways the city can better partner with the school district to improve the quality of life in South Milwaukee — and then help bring that priority to life with a clear plan and action. Let’s find new and creative ways to build a better South Milwaukee … and then tell the world about all that we have to offer in this city.

It should an interesting journey. And no matter what happens, no matter comes out of this, it’s truly an honor to be asked to be part of this group, an honor to be asked to help shape the future of the district that will educate my two children in the years ahead.

I’ll keep you posted as we hold our next session and then wrap this up Dec. 4.

Seeing Pink: South Milwaukee Steps up to Fight Breast Cancer

It was a pinkout in South Milwaukee on Tuesday.

The result? Well over $2,000 in donations to the Susan G. Komen Foundation for the battle against breast cancer.

The Police Department, Fire Department, School District, City Council, businesses and more … South Milwaukeeans united for a great cause that involved much more than wearing pink shirts, hats and ribbons. They also came together to find unique ways to raise money.

At Rawson Elementary, it was a penny drive (more than $320 raised). At South Milwaukee High School, it was a specially designed “Red Rockets Go Pink” t-shirt sale ($1,280 raised). At E.W. Luther, it was a pink ribbon sale. At Lakeview Elementary, it was a balloon release.

Thanks to everyone who took part in this, and a special thanks to Police Chief Ann Wellens and City Clerk Jim Shelenske for leading the effort. South Milwaukee cares, and we can rally around a good cause. Consider Tuesday proof.

A Few Thoughts on Toilet Paper …

I know I’m not alone in my dismay over the extent of the toilet-papering of Oak Creek Parkway during South Milwaukee High School Homecoming week.

Now while I don’t necessarily agree with local blogger Jerrianne Hayslett’s link between the toilet paper and sewer backups — I’d like to see more science on this before tying those two issues together — she is right on when she writes this:

Looking at it yesterday reminded me of places I’ve been that is strewn with litter and what a terrible impression that makes on a community. Trashy.

I’m no fuddy-duddy (or am I one simply by using the word “fuddy-duddy” in the first place?), and I can appreciate a good Homecoming tradition, and prank, as much as the next person, but this time it went too far. Trees were covered in toilet paper for block after block down the parkway, east from 15th Avenue to nearly Chicago Avenue. And a good deal of it still remains.

My biggest concern? Not sewer backups, but aesthetics. Oak Creek Parkway is a South Milwaukee jewel, and the toilet paper defaces it, especially once rain and wind wash it from the trees and send it to the ground. Hayslett’s word describes it best: trashy.

I did inquire about this in the days after it happened with our police chief and the school district superintendent.

Chief Ann Wellens wrote back, and she is right when she says the department doesn’t have the resources to prevent this, especially when an estimated 100 students took part. (Although police did confiscate more than 200 rolls of toilet paper before they were used this time).

Instead, I think this is a school district issue, and South Milwaukee Superintendent Dr. Rita Olson did contact me to say they were working to clean it up.

She also extended me an invitation to join the district’s Vision and Planning Committee, which begins meeting next week. One goal of the group of about 35 students, parent, teachers, administrators and community members? Develop “long-term solutions in working with our youth.”

I appreciate the invitation and look forward to the process. And who knows? Maybe we can come up with a solution to toilet-papering, too.

South Milwaukee Police Search For 15 Year Old With Rare Genetic Disorder

Updated: Kayla was found later Tuesday evening near 105th and Hampton Avenue in Milwaukee. See the updated release here.

Police are searching for a 15-year-old South Milwauke High School student who went missing from school this morning.

But Kayla Sirovina is not a typical runaway.

From the press release:

Sirovina suffers from a rare genetic disorder called Prader-Willi Syndrome. The disorder does not allow her to control her hunger.  Unsupervised, she will eat until her stomach ruptures.

She is 5-foot-2, 144 pounds with brown or hazel hair and was last seen wearing a hooded jacket, blue jeans and white, pink and silver tennis shooes. If you see here, please call police at 768-8060.

Summer is Over … Sigh … and School Starts on Wednesday

As the proud parent of a 5-year-old entering full-day kindergarten at Rawson Elementary, here is a fact that I know all too well: School starts on Wednesday.

I say this with a tinge of sadness — he is growing up so quickly — but with an even bigger amount of excitement, for I know how much Christian will learn this year. I say often that one of the biggest reasons we moved to South Milwaukee in 2002 was its first-class school system. And my experience with Rawson and the district so far has borne this out.

Christian, I know, is in good hands … and it will be a great year.
