Nicholson/Pennsylvania Project Update: Widened Road Expected To Reopen In Mid-October

A widened Nicholson/Pennsylvania is expected to reopen in mid-October.

That’s according to an update provided by our city engineer at Tuesday’s Public Works & Public Property Committee meeting.

The storm sewers are in, as is the retention pond, and rough grading is now complete. Still to go are curb, gutter, asphalt binder, sidewalk/concrete driveways, topsoil/lawns, asphalt surface, asphalt driveways and, finally, pavement marking.

I’ll keep you posted on the project, which will see the stretch of Nicholson/Pennsylvania between College and Rawson Avenues widened to four lanes.

Reports: Body Found In Warnimont Park, Where Local Man Went Missing

It’s looking like the story of a missing Milwaukee man could come to a tragic end.

Trick or Treating Shifts To Halloween In South Milwaukee

This year, South Milwaukee will officially celebrate Halloween on Halloween night.

The city’s trick-or-treat times will be from 5:30 to 7:30 p.m. on Wednesday, October 31, after the City Council voted to enact the new hours at its meeting Tuesday night.

The vote marks a change from the relatively recent tradition of holding trick-or-treating on the Sunday afternoon before Halloween — hours that were initially proposed, and voted down, Tuesday.

Here’s why I supported the move to Halloween evening trick-or-treating:

  • It’s more special this way – more in the “Halloween spirit.” I’ll admit it’s difficult to quantify this, but I think evening trick-or-treating is simply how it’s meant be. In fact, it’s how it used to be in South Milwaukee. And I know my kids will appreciate it.
  • I think it’s a good compromise time. The sun sets at 5:44 p.m. on October 31, with twilight lasting well beyond that, meaning that there will be some daylight for the first hour or so of trick-or-treating, with darkness for the second. Uncomfortable with nighttime trick-or-treating? Head out early.
  • I’ve also seen nighttime trick-or-treating work in South Milwaukee. I’ve had the pleasure of attending the Blakewood neighborhood trick-or-treating with my kids the past few years, and I’ve been impressed with the event. And it is an event, as neighbors treat it like a big block party. I hope that feeling spreads across South Milwaukee … and that families actually walk with their kids on the candy route now that we’re doing this in the evening.
  • Evening trick-or-treating has also worked in a number of other area communities. Last year, Oak Creek, Franklin, Greendale, Hales Corners and Whitefish Bay all held evening trick-or-treating, starting at 4 p.m. on October 30. Other communities – including a number in Waukesha County – hold trick-or-treating the night of Halloween. So we’re far from alone. (See the full list of 2011 area trick-or-treating times here.)
  • The Packers. Yes, the Green Bay Packers play at noon on October 28. Now, this was not a significant reason for my vote, but it played a role. I’ve found that planning an event against a Packer game in this state is never a wise move.

Now, I know some will raise concerns with safety – although I feel strongly about the safety of our community and don’t see how that will change on October 31. I will have no problems walking the neighborhood with my kids that evening.

Others will raise concerns simply with the break from tradition – although I never believe that the city should keep doing something simply because it’s always been done a certain way. We should always look at issues in a new light when we can, and I’m glad we’re doing that here.

In other words, I’m willing to give this a try. And if it doesn’t work, I’ll be the first to advocate for a change back to Sunday afternoons.

I also know it’s up to the city to make sure residents know of the change, and we’ll do that, using the city website, this blog, SouthMilwaukee.org, through the schools, through the South Milwaukee Downtown Market and in other ways. I also ask you to tell your friends and neighbors.

I know my kids and I are looking forward to it – to a return to the roots of a fun Halloween tradition … actually celebrating the holiday on the day of the holiday.

Oak Creek Fish Kill Update: Test Results Are Back, And They Confirm Cause May Never Be Known

I got the following update today on the Oak Creek fish kill from Wisconsin Department of Natural Resources senior fisheries biologist Will Wawrzyn … and, while disappointing, it’s not surprising.

The upshot: Test results from the Milwaukee Metropolitan Sewerage District are back, and we’ll likely never know what led the death of hundreds of fish in Oak Creek near 16th and Rawson Avenues in South Milwaukee on August 15.

From the update …

The MMSD maintains an extensive monitoring network in local streams and near-shore Lake Michigan and produce high quality data. I appreciate the assistance they provided during this investigation.

Unfortunately, those results do not suggest any killing agent or decreasing trends in water quality between sample sites. While the list of analytes is extensive, there is an almost infinite number and type of potential killing agents that could have caused the kill. All of the results were within the range of water quality criteria or standards protective of fish and other aquatic life. Unless we hear of an after the fact report by others that may suggest what caused the fish kill, we may never know. I am confident that the fish kill was not caused by natural factors. Extended dry conditions and lack of runoff preceding the incident suggests it was not caused by non-point sources of pollution but most likely a discharge or spill of a toxic substances.

My recommendation if for fisheries staff to conduct brief synoptic electrofishing surveys at multiple sites in the near future to assess short-term impacts of the fish kill and gage the recruitment or repopulation of fish from un-impacted reaches, and make qualitative observations of other aquatic life along the impacted stream reach.

I’ll keep you posted on this, if there are any updates to provide. I hope there are — that we can figure out what happened here and make sure it doesn’t happen again. Here is my previous post on this.

Jursik’s E-News Update: Check Out Items On Economic Development, Grant Park, 794, Airport Issues And More

South Shore Supervisor Pat Jursik has published a new edition of her E-News update, and it includes a number of noteworthy news items, including an update on the Lake Parkway extension and the scheduling of a “South Shore Option 2.0” economic development forum for Thursday, Sept. 27.

Lake Parkway (794) Extension
In May 2012, the County Board recommended extension of the Lake Parkway (State Trunk Highway 794) through a resolution which was signed by the County Executive. Following through on the process, I spoke with the WisDOT Southeast Regional Director and Engineering Chief as well as the Southeastern Wisconsin Regional Planning Commission (SEWRPC) Director in August. Several steps are required before an extension can occur.

  • SEWRPC must complete an Air Quality Conformity Analysis regarding the National Ambient Air Quality Standards. This analysis is already being conducted. A final analysis should be available in September or October 2012.
  • Once this Air Quality Analysis is finished, the technical advisory committee will be asked to make a final recommendation to the SEWRPC board. The SEWRPC board must receive the advisory committee’s recommendation and then take final action. This may conclude by December 2012.
  • WisDOT is concerned about limited funding. WisDOT is completing many projects around the state.
  • Racine and Kenosha Counties would also need to reach an agreement to demote some current state highways to local status and to embrace a “Lake Corridor.” 
  • An extension of Lake Parkway would probably need to connect to Highway 31 and, ultimately, to Highway KR at the Racine/Kenosha border, according to the perspective of WisDOT.

We will need to work cooperatively with Racine and Kenosha to establish any such Lake Corridor. Our neighbors in Racine and Caledonia have already expressed interest in extending the Lake Parkway. I welcome further dialogue about this issue.

Jursik And The 2010 Furloughs And Other Headlines

The Milwaukee Journal Sentinel has a story on the cost of the 2010 Milwaukee County furloughs — and the blame game going around after courts ruled the county must pay back furlough savings to employees.

Abelson points the finger at Walker and two County Board members who helped negotiate the deal – ex-Chairman Lee Holloway and Supervisor Patricia Jursik, who was chairwoman of the Personnel Committee.

“It really was a collaboration,” Abelson said.

Cullen Werwie, spokesman for Walker, said the governor had no comment. Holloway, who retired from politics earlier this year, could not be reached for comment on Friday.

Jursik called Abelson’s remarks “ridiculous.”

She said it was unfair to single out a few people. The full board and the county executive adopted the budget with the furloughs. She said many people disagreed on what the court would do. But county officials needed to act, she said, to eliminate the deficit.

“It was a tough budget,” Jursik said. “These were actions of the entire county.”

Report: South Milwaukee Teen Charged With Molesting Boys At Summer Camp

An 18-year-old South Milwaukeean has reportedly been charged with four counts of first-degree sexual assault of a child under age 13 — incidents that allegedly occurred while he was a counselor at a YMCA camp in Campbellsport.

South Milwaukee Football Team Drops To 0-2

The South Milwaukee football team lost its second straight to open the 2012 season on Friday, falling 48-22 to Pius XI.

Suspect Arrested In Cudahy, St. Francis Attacks

Cleaning out the inbox and back to blogging after a few days off for the Labor Day weekend …

There’s some good news in the August attacks of female joggers at Warnimont Park and Bay View Park: A suspect has been arrested, and he has been charged with two counts of attempted robbery with the use of force.

As to the sexual assaults reported in South Milwaukee in July, I know of no updates. I will keep asking and keep you posted.

Telling The South Milwaukee School District Story

I had the chance to attend the South Milwaukee School District’s annual Opening Day celebration this week, as the district welcomed back teachers, staff and administrators for a new school year with a special event that also included community leaders.

A key theme continued to emerge: The district’s commitment to telling its story to all who will listen. And it’s a compelling story.

To further that story, district leaders unveiled a series of videos at Opening Day aimed at grounding viewers in what the district is and what it stands for– and how all of South Milwaukee benefits from the work going on at our schools.

My ask: Spread the word about the district and its great work. As a parent of a soon-to-be (next week!) Rawson Elementary kindergartner and second-grader, I am proud to tell that story every chance I get.

South Milwaukee Gas Main Leak Forces Brief Evacuation

Six people were evacuated from their homes on Wednesday after the construction crew on the Nicholson/Pennsylvania widening project apparently struck a gas main and caused a leak.

Everyone was back in their homes in the 200 block of Nicholson by Wednesday afternoon.

Here is the email I got from Acting South Milwaukee Fire Chief Joe Knitter …

Earlier this afternoon, the Oak Creek Fire Department received a call for a natural gas main that was struck by the construction crew working on the Nicholson / Pennsylvania Avenue project, causing a leak that was releasing into the air.  The assumption was that the leak was on the Oak Creek side of the project and therefore, OCFD received the call.  Once they arrived on the scene, the OCFD Battalion Chief assessed the scene and determined that the main that was struck was actually in front of 215/217 Nicholson Avenue, on the South Milwaukee side of the project.  The OCFD Battalion Chief called me from the scene, apprised me of the situation, and stated that they would not require any assistance as they had sufficient resources on the scene.  They did temporarily evacuate 6 people from the residences directly north of the leak until WE Energies arrived on the scene and stopped the leak.  The Battalion Chief called again a short while later to provide an update and reported that WE Energies had entered the excavation, stopped the leak, and the residents were allowed back into their dwelling.
