Resurfacing Planned for Grant Park, Mill Road

Milwaukee County is going to make your drive through Grant Park a little smoother in 2010.

The county plans to resurface a stretch of the park’s main road near the north entrance next spring, as well the stretch of Mill Road from Milwaukee Avenue to Hawthorne venue, according to Milwaukee County Supervisor Pat Jursik.

It’s about time, and if you’ve driven through Grant Park recently, you know what I’m talking about. There are stretches that are literally crumbling, an unfortunate example of the county’s mounting deferred maintenance concerns.

Check out a map showing the stretches in question. The roads in blue are the ones being addressed in 2010.

Polls are Open … It’s Election Day!

Today promises to be one of the more interesting primary election days in recent history, and I hope you get out and vote.

You won’t be alone, according to this story in the Journal Sentinel.

Reminder: Nicholson Expansion Meeting Wednesday

Don’t forget that the public information meeting to discuss the staff-recommended option to widen Nicholson/Pennsylvania to four lanes is Wednesday evening at City Hall.

The meeting runs from 5 to 7 p.m., with a presentation starting at 5:30.

City engineering staff, representatives from Foth Engineering and others (including me) will be there to answer any questions you might have about the project. (And I’ll probably learn a bit more about it myself.)

Election Information: Where and How to Vote on Tuesday

Tuesday is primary election day, and the city website has a page with more information for would-be voters.

Click here to learn more about polling places, registration information and instructions on how to fill out the ballot.

Keep in mind that all 4th District residents now vote at Rawson Elementary, 1401 Rawson Ave. Voting is no longer held at South Milwaukee Middle School, as part of an effort to condense city polling places from eight to four.

No matter who you vote for, I hope you cast a ballot on Tuesday. It’s your chance to have your voice heard in our democracy … a chance to shape the future of your county, state and nation.  Make your voice heard.

Journal Sentinel Endorses Plale

State Sen. Jeff Plale’s tough re-election campaign got a nice lift with an endorsement from the Milwaukee Journal Sentinel.

Armed Robbery Reported Near Johnny Mo’s

An armed robbery was reported around 1 a.m. Friday outside of Johnny Mo’s on 13th and Milwaukee Avenues.

The strange part? The suspect may have been wearing a Spiderman mask. Here is the description of the suspect from police:

Maile, white, age unknown, about 5’9″ tall and about 150 lbs. He was last seen wearing blue jeans, a dark hooded sweatshirt, and a dark mask with red markings on it, simlar to a Spider Man mask.

Fire Extensively Damages Willow Lane Home, Leaves Five Homeless

Update: Here is the press release from the police department.

Some scary moments overnight for one 4th District family, as five people escaped a house fire at 500 Willlow Lane shortly after midnight Friday morning.

This WTMJ radio report says one child was taken to the hospital with smoke inhalation, and this one from WISN says two people were taken to the hospital. Other reports from Fox 6 and CBS 58 say two dogs were killed.

I’ll post more information when I get it. In the meantime, please keep this family in your prayers.

Council Update: 1st District Alderman Mike McCarthy Resigns

The resignation of 1st District Alderman Mike McCarthy was the biggest news from Tuesday’s South Milwaukee City Council meeting.

Mike’s last day will be Sept. 21, when the City Council is expected to determine how to fill his seat, if at all.

Mike resigned the post because he is moving from the city, as he sells his house and buys a downtown Milwaukee condominium.

I wish him the best. In the 16 months I have been on the council, I have come to respect him as an independent thinker who acted with the thoughts of his constituents — and the good of the city — at heart.

As to the future of Mike’s 1st District seat, it is possible it won’t be filled. It’s a matter of timing. November is the earliest a potential replacement for Mike could begin, meaning that that person would serve less than two months before nomination papers are due for the upcoming April election. That is a pretty tight time frame.

A Great Economic Development Idea in Cudahy and Other Local Headlines

Selling a home in this market, and in this economy, isn’t easy. A bit of creativity certainly can’t hurt.

So it is in Cudahy, which is holding a citywide open house later this month in an attempt to get people through the front door of for-sale homes … perhaps people who would have never otherwise considered moving to the South Shore.

Should South Milwaukee Collect Condo Trash? If So, When?

That’s the question before the South Milwaukee City Council on Tuesday night, when we’ll vote on a condominium trash collection policy that was essentially tabled from our last meeting.

We currently do not have a written policy on this — only a “practice” that is applied to all condo developments by the city. As part of that practice, the following criteria must be met for the city’s Department of Public Works to collect trash for condo units.

  • The unit must be served by a public road.
  • None of the buildings in the complex or association shall have more than three units.
  • The total number of units within the condominium complex or association may not exceed six.

Under this practice, about a half dozen condo complexes in the city get their trash collected by the DPW. The larger ones in the city — including Marina Cliffs (80 units), the Village on College Avenue (64), The Sanctuary (24) and Heritage Reserve (16) — do not.

But should they? And is the above practice the right one?

That’s what the council will debate, as we consider a policy that includes all of the above bullet points … minus the cap on total units.

This issue is on the agenda now because of a request by The Sanctuary, which under the existing policy must pay for private trash pick-up because it exceeds the six-unit cap. It has asked to have the city reconsider its position on this, and that request has turned into the policy debate.

The debate is a necessary one. I feel we need a written policy on this. So the fact that we’re having this discussion at all is a good one.

Where do I stand? I support the revised policy — without the cap (and with requirements that tipper carts be used and be placed at the curb no later than 7 a.m. on collection day).

To me, the biggest question to answer should be, “Is the condo complex on a public or private road?” I believe the city’s bias should be toward collection of condo trash for those complexes on public roads. We already plow and sweep those public streets, so why not collect trash on them as well? And we collect trash for homes on public roads, so why not condo units?

Conversely, I don’t think the city should be asked to enter onto private property (roads) to collect trash for anyone. That’s a no-brainer to me. So that rules out the city collecting trash for Marina Cliffs, the Village and Heritage Reserve.

I also support removing the units cap because it seems arbitrary to me. Why six?

At the same time, I understand the need for the density maximum. I’d hate to have the city pick up trash for a densely populated condo tower — should one ever be built here — simply because it is on a public road.

Now, there is some disagreement here, and I expect a close council vote. And the opponents’ concerns are valid. The biggest is the “slippery slope” argument, as they argue that other property owners who currently pay for private trash pickup will see passage of this policy as license to seek public trash collection. There are also concerns about adding more work to the DPW, which is already stretched thin.

10-Year Sentence for South Milwaukee Stabbing Death and Other Headlines

The man convicted of stabbing a man to death in downtown South Milwaukee in April has received a 10-year prison sentence.

Joshua Wollinger’s sentence, which also includes six years of extended supervision, was handed down Wednesday. He pleaded guilty in July to stabbing Richard Ostrowski in an apartment at 1011 Milwaukee Ave.

Public Info Meeting Set to Discuss Recommended Nicholson Alternative

Update: Here is the letter sent to area residents promoting the public information meeting.

A four-lane, undivided Nicholson Avenue connecting College and Rawson — a road that is much safer and moves traffic much more efficiently in better connecting South Milwaukee to Highway 794 and beyond.

That’s the recommendation of engineering staff from South Milwaukee and Oak Creek.

Staff from both cities endorsed the undivided option over a divided road that would have featured a median. The latter would have cost more, taken more land from both cities to build and limited driveway access.

The South Milwaukee Public Works and Public Property Committee heard more details about the recommendation at its meeting on Tuesday night.

And you can learn more about the project — and the undivided option — at a public information meeting from 5 to 7 p.m. on Sept. 15 at City Hall.

The proposed undivided design has not changed much from the initial public information meeting in June. A few observations:

  • Construction is expected to take place in 2012.
  • The project is expected to cost around $4.5 million, with the state picking up 80 percent of the costs and South Milwaukee and Oak Creek splitting the remaining 20 percent. When you add in extra design and engineering costs, our share may top $600,000.
  • The undivided option will encroach very little on South Milwaukee properties — taking away maybe two feet of the grassy median north Beech Street, for instance. The trees there will remain.
  • It also features sidewalks on both sides of the street, making the road walkable and bikeable.
  • While it won’t solve the Rawson/College congestion issues during rush hour, it will help.
  • The plan also doesn’t include a roundabout, for now. There is still no word from the U.S. Postal Service on its mail sorting facility at College and Pennsylvania, so the drawings you’ll see at the meeting do not include the roundabout that was called for as part of that project. Could that change? Yes. But I feel strongly we have to move ahead on this project with or without the USPS on board.

I look forward to seeing you at the public information meeting. The City Council will likely formally endorse one of the options at a meeting following the public information meeting.

Supervisor Jursik is “Bullish on the South Shore”

Two South Shore Industrial Fires and Other Headlines of Local Interest

Update: As if Tuesday wasn’t busy enough, there was a house fire in Cudahy Wednesday morning. Read more here.

It was a busy day for local firefighters … which is particularly bad news given the oppressive heat and humidity

First, there was a fire at DIC Imaging Products USA off of Rawson Avenue in Oak Creek. Read a Milwaukee Journal Sentinel story here. Then, later Tuesday night, there was a small fire reported at Ladish in Cudahy.

Thankfully, no one, including firefighters, were hurt in either fire.
