SMPD Warns Of Door-To-Door Scam

Here is the information from the South Milwaukee Police Department …

I received an email from a South Milwaukee citizen this evening reporting a possible door-to-door solicitation scam.  This particular one revolved around the Milwaukee Restoration Church and a male using the name “Eugene Hankins.”  The Milwaukee Restoration Church is an actual organization that solicits door-to-door for legitimate reasons, Hankins is no longer affiliated with the church and does not fund raise for them.  If you feel something is not right about a solicitor, the best thing to do is politely decline.  You can also call the SMPD (or your local jurisdiction) and report the incident.  As always, when reporting an incident be sure to report in a timely manner and include a description of the person and the behavior that you found to be suspicious.

NOW: South Milwaukee Man — Abraham Lincoln? — Arrested For Drunk Driving Outside City Hall

A disturbing story from NOW

A 60-year-old South Milwaukee man, who later told hospital staff he was Abraham Lincoln, was arrested for drunken driving, first offense, after police found him in his minivan parked in the front lawn of South Milwaukee City Hall, 2424 15th Ave., passed out with the engine running and music blaring, around 2 a.m. Friday.

And here is the rest of this week’s police blotter, including this …

A 26-year-old Franklin man was threatened at knifepoint by two men outside of Johnny Mo’s Bar & Grill, 1301 Milwaukee Ave., around 1:30 a.m. July 28. The two men thought that the victim and two other Oak Creek men outside the bar were staring at them, confronted the group and demanded an apology. One of the aggressors pulled out a knife and the primary victim kicked and pushed at the men until one of the other victims called police and the aggressors fled in a gold sedan.

South Milwaukee Police Department Files Annual Report

Like the fire department report, the South Milwaukee Police Department’s 2012 annual report is full of in-depth information on the work the department does to keep our community safe.

See it here. Some good news/bad news on crime figures:

  • Property crime reports were down to their lowest levels in at least five years, with 450 reports in 2012, compared with 513 in 2011 and 595 in 2010.
  • Clearance rates were also at their highest levels in at least five years, at 39.6%.
  • Of biggest concern, violent crime increased to its highest level in at least five years, with 40 incidents reported, compared with 16 in both 2011 and 2010. An increase in aggravated assault drove most of the increase.

Of course, the report has much more information than this, including shift highlights and details on the 2011 department awards.

Thanks again to all of our police officers for their efforts. They are never forgotten.

Alert: “Spoofing” Scammer Posing As South Milwaukee Police Demands Money

Just got this from South Milwaukee Police … scary stuff.

South Milwaukee Police have received a report from an elderly citizen that they had received several phone calls from a company trying to solicit money.  The caller identified them self as being from the “Martinez Law Firm” in Lawrence Kansas with a phone number of 785-371-3081.   The caller told the citizen if she did not pay $250.00 by 2pm today that an arrest warrant would be issued for her.

A short time later she received another call from a person giving the name of an officer who works for the South Milwaukee Police Department.  The caller ID also showed that the call had originated from the South Milwaukee Police Department.  The caller at this time threatened to arrest her on the warrant if she did not pay by 2pm.    The citizen then came to the police department to find out what was happening.

Investigation revealed that this is a scam that has been running and that the suspect caller had “spoofed” the number to make it appear that the call had come from the South Milwaukee Police Department.  The first call was also determined to not have come from a law firm in Kansas.   The call actually was found to have originated  somewhere in Pakistan.   The caller confessed to running a scam to try to get money from people by saying they were the police.

Due to the international nature of this incident, enforcement actions will be  difficult.  The best protection is for citizens to be aware of this scam and report these issues to their local police.

Citizens should know that the South Milwaukee Police Department will not call people on the phone regarding these types of issues.

If you receive a phone call of this nature, please contact your local police department.

Updated: Man Dies After Car Crashes Into South Milwaukee Home, Catches Fire

Update: Check out coverage from TMJ4, WISN and the Milwaukee Journal Sentinel.

There was a scary — and tragic — incident early Thursday morning near 9th and Edgewood, as a car crashed into a house and caught fire, killing the driver and setting the home on fire.

Everyone in the house got out safely.

Check out an updated press release from the South Milwaukee Police Department, noting that police “were not actively pursuing the vehicle at the time of the crash.” From it:

On Thursday 12/13/12 at about 0151hrs, an SMPD officer, while running stationary radar, observed a vehicle pass him at approximately 25mph over the posted speed limit. The vehicle failed to stop for both audible and visual signals and subsequently crashed.

The fleeing vehicle had accelerated to a point that the officer could no longer see the vehicle.  The officer was not actively pursuing the vehicle at the time of the crash.  After traveling approximately 11 blocks, the officer discovered a vehicle which had crashed in the 700 block of Edgewood.  This vehicle is believed to have been the fleeing vehicle.

The vehicle was on fire and the fire spread to a nearby house.  The residents of the house were safely evacuated.  SMPD is still working to identify the driver, and lone occupant, who was deceased.   The Wisconsin State Patrol assisted in the accident investigation.  Investigation is ongoing.  No further information is available at this time.

Here is coverage, including video, from Fox 6.

I’ll keep you posted if I learn more.

Public Policy Forum Releases South Shore Dispatch Consolidation Report

The Public Policy Forum is out with its report on the potential consolidation of the South Milwaukee, Cudahy and St. Francis emergency dispatch centers. And it shows some potentially significant cost savings.

Here is the report, which I’m still digesting.

Among the highlights from the report’s executive summary …

  • “By consolidating their dispatch operations into an independent consolidated dispatch center, the three cities could reduce their current combined dispatch staff, thus decreasing annual operating expenditures by approximately $132,000 to $256,000.
  • By consolidating their dispatch operations into an independent consolidated dispatch center, the three cities could eliminate the need to collectively replace two or three dispatch consoles, producing equipment savings within the next five years of approximately $400,000 to $600,000.
  • If one of the three cities were to perform dispatch services under contract with the other two, or if the three cities contracted with a neighboring jurisdiction for dispatch services, then substantial additional savings could be generated.
  • Weighing potential cost savings against the loss of local control and the potential loss of 24-hour staffing at each city’s police headquarters is a difficult endeavor.
  • If the three cities do not decide to pursue consolidation of their dispatch operations, then they may wish to at least review whether the administrative tasks assigned to dispatchers might be more appropriately assigned to clerical staff.”

Of course, this is much more than a dollars-and-cents issue. The conclusion of the report states as much:

The report concludes that each city must consider whether to pursue an independent consolidated dispatch center – or to jointly contract for this service with a different jurisdiction – within the context of its own short-term and long-term financial circumstances and public safety needs.

Indeed, this is a complicated issue that demands more debate.

And, as we do that, this point from the report seems especially salient to me: “City leaders also should consider whether the possible pursuit of other public safety consolidation may further dictate the logic of consolidating dispatch services.” With the separate fire consolidation summary still underway and not expected to be completed until early 2013, it might be best to wait and see how all of the pieces fit together before acting (or not acting) only on dispatch consolidation.

Also, keep in mind that the study’s scope was to examine the potential for creation of a new stand-alone dispatch center merging the three existing operations. Public Policy Forum did not look at other potential combinations, including one community potentially contracting its service to the other two. That would be information I’d also like to see.

Still, this study is a great start and provides a good basis for a consolidation decision that I am sure is coming soon. I look forward reading and learning more — and the discussion.

I enter that debate in the same place I’ve always been: I’m open to consolidating city services where possible, but only if the quality of the consolidated service won’t suffer and if we can actually save money in doing it. Those are some big “ifs.”

Of course, I’d like to know what you think of the report and the potential for consolidation. Post your comments below!

Crime Data And More: South Milwaukee Police Department Files 2011 Annual Report

It was a busy year full of accomplishments for the South Milwaukee Police Department in 2011.

Check out a good summary of the department’s work in its 2011 Annual Report, which was received by the South Milwaukee City Council on Tuesday.

See the report here.

Among the highlights for the department last year:

  • The department received re-accreditation from the Wisconsin Law Enforcement Accreditation Group – 14 years after the department became the first one in Milwaukee County to obtain this honor. See my previous post here.
  • Police partnered with the A Child is Missing Alert Program, a nonprofit organization that assists law enforcement in the early search and recovery of missing children and the disabled and elderly. This participation allows the department to activate an alert system, sending a message via phone when needed.
  • The police department collected and safely disposed of 158 pounds of medicine as part of a program it instituted in 2010.
  • The department also upgraded its radio communications equipment in 2011, purchasing mobile and portable radios and control bases in compliance with national requirements.
  • And the department continued to serve the community through its Drug Abuse Resistance Education and bicycle safety programs. Details are in the report.

The report also includes crime data from 2011, and there is some good news there, too.

  • Total calls for service fell slightly in 2011 to 23,172, down from 23,561 a year earlier.
  • Violent crime stayed static in 2011, with 16 incidents reported, the same as in 2010.
  • Property crime was down 13.7%, with 513 incidents reported. Burglary reports fell from 119 to 77, and thefts fell from 434 to 410.
  • Arrests were down significantly, from 1,166 to 715.
  • Clearance rates improved, from 34.4% in 2010 to 36.9% in 2011.

Thanks again to all the great work our police department does … and please post your comments below.
